Une nouvelle étude sur la démocratisation des grandes écoles, menée sur une décennie à partir de données administratives inédites et quasi-exhaustives, a été publiée, mardi, par l'Institut des politiques publiques. Elle révèle un manque encore constant de diversité, notamment sur le plan social et géographique. Des hommes, originaires d'Île-de-France, issus de classes sociales très favorisées. C’est ce à quoi ressemble le portrait-robot de la majorité des étudiants recrutés dans les grandes écoles françaises.Une étude, publiée mardi 19 janvier et menée par des chercheurs de l’Institut des politiques publiques (IPP), révèle que le recrutement des élèves au sein de ces établissements (écoles de commerce, d’ingénieurs, instituts d’études politiques, écoles normales supérieures, classes préparatoires…) n’a pas progressé en terme de diversité.Le rapport, établi à partir de données inédites de gestion et du recensement de tous les élèves inscrits dans le second degré et l’enseignement supérieur de 2006 à 2016, a été réalisé dans le cadre d’un appel à projet de recherche conjoint entre le ministère de l’Éducation nationale et le ministère de l’Enseignement supérieur, effectué en 2015.En suivant l’ensemble des élèves français, de leur entrée en sixième à leur accès aux études supérieures, les chercheurs ont pu prendre une photographie très représentative du système éducatif, ce que ne permettent pas de simples enquêtes, basées sur de petits échantillons.Par ailleurs, la période étudiée n’est pas anodine. "On couvre une décennie importante, car c’est celle durant laquelle ont été mis en place des programmes d’ouverture sociale afin de diversifier le recrutement dans les grandes écoles", explique à France 24 l’un des auteurs du rapport, Julien Grenet, directeur de recherche au CNRS et directeur adjoint de l’IPP. Des programmes qui, visiblement, n’ont pas su porter leurs fruits.10 % d’élèves issus de milieux défavorisés, contre 64% d’élèves très favorisésÉcoles d’ingénieurs, de commerce, IEP, classes préparatoires, écoles normales supérieures… La France comptait, en 2016-2017, 234 grandes écoles, définies par le ministère de l’Enseignement supérieur comme "des établissements d’enseignement supérieur qui recrutent leurs élèves par concours et assurent des formations de haut niveau".Or, ces écoles se caractérisent également par l'exiguïté de leur recrutement. Un phénomène observé à travers différents indicateurs tels que l’origine sociale et l’origine géographique.Par exemple, entre 2006 et 2016, l’étude relève que la part d’étudiants issus des milieux les plus défavorisés (ouvriers et personnes sans activité professionnelle) ne dépasse jamais les 10 % dans ces établissements, alors que les étudiants issus de catégories socio-professionnelles très favorisées (cadres et assimilés, chefs d’entreprise, professions intellectuelles et professions libérales) représentent, eux, 64 % des effectifs."Plus les écoles sont sélectives, plus elles ont une composition sociale favorisée, plus il y a de Parisiens, de Franciliens", analyse Julien Grenet, évoquant un effet mécanique qui veut que les élèves socialement favorisés ont de meilleurs résultats scolaires et donc plus de chances de réussite aux concours. Toutefois, nuance-t-il, ces inégalités de réussite scolaire n’expliquent pas la totalité des inégalités, "au mieux elles en expliquent la moitié".Selon le chercheur, également professeur associé à l’École d’Économie de Paris, "le fait qu’il y ait une très forte concentration de ces classes préparatoires et de ces grandes écoles à Paris et en Île-de-France crée un obstacle pour les élèves qui ne viennent pas de cette région". En effet, au-delà des performances scolaires au lycée, des obstacles géographiques se dressent inévitablement sur le chemin des futurs étudiants, impliquant un facteur financier non négligeable (notamment lié au coût de la mobilité, mais aussi aux frais d’inscription dans certaines écoles pour lesquelles même les boursiers ne peuvent obtenir une exonération totale), menant à des phénomènes d’autocensure.Des inégalités géographiques favorables aux FranciliensDans ces mécanismes d’autocensure, le contexte scolaire et familial joue considérablement sur les choix d’orientation. "L’ambition scolaire va dépendre de l’influence des camarades de classe, de l’histoire de sa propre famille… Et les grandes écoles apparaissent largement comme un monde d’initiés", développe Julien Grenet, qui pointe un manque d’accessibilité des informations fournies aux élèves de certains lycées concernant l’accès à ces grandes écoles."Dans les lycées, parfois, aucun des élèves ne va jamais en prépa ou dans une grande école. Ils peuvent donc se priver de cette possibilité alors qu’ils en ont les moyens d’un point de vue scolaire", poursuit l'économiste, qui évoque le problème du recrutement en fonction des lycées. En effet, le rapport souligne que la moitié des élèves des plus grandes écoles – les 10 % plus sélectives – viennent de seulement 8 % des lycées français, qui sont souvent des lycées parisiens, ou franciliens. "Cela crée un effet pervers, car cette forte concentration géographique va entretenir la fermeture des grandes écoles à la diversité en raison d’un non-accès à cette information par rapport aux élèves qui sont très favorisés".Pour une "discrimination positive sous la forme de quotas plus ambitieux"Si la décennie 2006-2016 est intéressante parce qu’elle concentre des initiatives développées pour ouvrir davantage le recrutement, comment expliquer ce statu quo ? Selon, Julien Grenet, ces dispositifs d’ouverture, bien que louables, ne sont que très parcellaires. "Les ‘Cordées de la réussite’ (programme national qui vise à chapeauter des initiatives de parrainage et de tutorat à destination d’élèves scolarisés en zone d’éducation prioritaire, NDLR) ne concernent que 1,5 % des collégiens et lycéens chaque année". Une proportion infime qui ne peut produire de résultats tangibles et significatifs.De son côté, Sciences-Po a également agi en ce sens, en développant des Conventions éducation prioritaire (CEP). Mais ce programme souffre des mêmes faiblesses. "Chaque année, ce sont 100 élèves qui sont admis dans ce dispositif, sur des promos de 1 500 étudiants", poursuit le directeur adjoint de l’IPP, qui préconise des dispositifs d’envergure et des expérimentations à très grande échelle "pour affecter réellement le recrutement à l’échelle macroéconomique des grandes écoles".Ce rapport de l’IPP arrive après la tenue du Comité stratégique "Diversité sociale dans l'enseignement supérieur", présidé par Martin Hirsch et chargé de plancher sur des propositions visant à diversifier le recrutement dans les grandes écoles. Toutefois, avance Julien Grenet, "des choses recoupent ce que l’on peut dire sur la mise en place de mécanismes de discrimination positive". Cette discrimination positive qui peut, selon lui, changer la donne."Elle a été mise en place de manière limitée par Sciences-Po dans le cadre de son dispositif de CEP, et récemment dans la procédure Parcoursup avec la mise en place de quotas en faveur des élèves boursiers", poursuit-il. Néanmoins, ces quotas sont, selon lui, trop faibles pour avoir de véritables effets.
